“Cards that cost 3” and “3-Cost cards” are not identical game terms. The latter refers to cards whose Cost is 3, as seen in your collection, while effects in the game can change the Energy required to play cards for the former. For example, She-Hulk is a 6-Cost card at all times, but she is rarely played for 6 Energy.
